The 13th International Conference on Communication Software and Network (ICCSN 2021) was successfully held in Grand Metropark Liyuan Hotel Chongqing from June 4 to 7, 2021. The conference was hosted by hosted by the School of Microelectronics and Communication Engineering, Chongqing University, technical support provided by IEEE Communications Society; Chongqing Electronics Society, Sichuan Electronics Society, Chongqing University of Posts and Telecommunications journal office, were the co-organizers. This year's conference was held both online and offline, and tried to build a high-level international exchange platform for experts and scholars in this field.

At the opening ceremony of the conference, Professor Liu Min, vice dean of the School, delivered a welcome speech on behalf of the University and the School, expressed sincere greetings to the guests, introduced the history and advantages of Chongqing University, and wished the conference a complete success. Professor Ben Othman, from Université Sorbonne Paris Nord, France, introduced the conference information and expressed sincere thanks to the members of the conference committee, keynote report experts and guests. In the keynote reports phase, Professor Wang Xianbin of Weston University, Professor Shum Ping of Southern University of Science and Technology, Professor Tsai Dingping of Hong Kong Polytechnic University and researcher Chen Zhengchuan of Chongqing University were invited to give the keynote report.

The theme of Professor Wang Xianbin's report is intelligent 5g / 6G communications for a connected smart world. Professor Wang is now an academician of the Canadian Academy of engineering, a member of IEEE and a first-class national professor in Canada.

Professor Shum is a chair professor of Southern University of Science and Technology, Fellow of International Society of Optical Engineering (SPIE), Fellow of American Optical Society (OSA), and global vice president of IEEE American Optoelectronic Association.

Professor Tsai Dingping gave a speech on nano optical super structured surface components: eyes of the future. Professor Tsai is currently the director of the Department of electronic and information engineering of Hong Kong Polytechnic University. He is a Fellow of IEEE, SPIE, OSA, and National Academy of inventors (NAI), etc.

The conference attracted nearly 100 relevant researchers from China, Canada, France, the United States, Singapore, Japan, Bangladesh and other countries and regions. The conference has 10 branch venues, 5 on-site branch venues and 5 online branch venues. Cai Yueping, Han Liang, Chen Chen and Chen Zhengchuan also served as the chairmen of the branch venue respectively, and organized representatives to have in-depth exchanges on communication software and network and share research results.
